It is likely an analog camera with a composite (yellow RCA jack) video connector. If your TV has an available analog/yellow video-in jack, then yes, the camera will connect to the TV. If the camera connector uses a BNC video connector, you will need to get a BNC-RCA adapter. The reason for the DVR (Digital Video Recorder) card for a PC is so that you can connect the analog camera to your computer and record the images - and make the camera video available to whatever computer network the computer is connected to.
If you buy a new receiver, it likely will come with a card. A used receiver will need your existing card or a new one. If you need a card and have a currently active one, it is possible you can use it in the new receiver. If you need one, DirecTV will say so, and present the terms.
If the DVR card has an aux video input, instead of just a coax connection, then you should be able to connect the camera to the aux input. If it only has a coax connection, you'd need a camera which transmits on a TV channel. Many security cameras are designed to modulate on either channel 3 or 4, but a mini pinhole camera probably doesn't have such circuitry (as it takes a bit of space).
