Is there a way to connect USB Webcam directly to TV?
Not directly. Unless your TV has a USB port. Haven't seen that one yet. But you could probably do it with a video card that has TV out and use it as a monitor connected to your PC.

How can i get my new USB webcam to work?
Start, control panel, dbl clk on scanners & cameras. On left clk add programs or camera. Follow prompts from there. Maybe tryunplugging it & plugging it in again. It should give you a pop up saying found new hardware and pop up an install wizard.

Can i use a usb webcam on a laptop with a webcam built in?
Yes, you can. Before you buy a webcan you must see if it's compatible with your operating system (XP, Vista) and if it come with a driver on a CD you must install that driver in order to use it.
