There should be no reason that using 40 watts of a 60 watt transformer would cause any problems other than the dimming issue.

You can go to your local Pep boys, Xenon do not need a conversion kit. You must have them confused with H.I.D. (which are illegal). Xenon are legal as long as the box has a special stamp on it (ask your local pep boys for more information) You might get pulled over by the cops because the lights show some blue but as long as you have the box in your glove-box you're safe.
