The age of the battery can be a factor. These things don't last for ever, they only have a limited number of charge cycles before they just simply give up and die.
The other possibility is with the charger. Do you have access to another charger like yours? If so, plug your battery into that one and see what happens. Same thing... the battery needs to be replaced.
If the other charger works you'll know the answer.
It depends which country you are travelling from! You may need a plug head adapter thing. Also I assume your charger is dual voltage (110 and 220) which should be OK.
It depends upon the type of battery and if you did this (interrupt the charge) during the first charge. Usually NiCad's are the most effected by charging cycles. Next is the NiMH batteries (usually in AA form factor). Finally Li-ion batteries can stand more abuse than the above batteries. With any of these batteries, the initial charge must be complete without interruption.
