When your computer is shut down, you are supplying 12 volts to the motherboard. The voltage is from 4 or 6 pins on the motherboard and matching plug from the power supply.
As for power to usb ports is 5 volts, when power down there no 5 volts. You could have bad motherboard, jumper set wrong or setting in the bios. Do you setup bios to defaults? Then do you tweaking.
Short out your bios (reset by moving a jumper), then setup with defaults. Is problem is solved? If not, then you could have bad motherboard.
Recheck your wires from the front panel to the motherboard. You could have current flowing through a LED lamp to your mouse.
Wireless needs to be thought-through more before it is a practical technology.
Any obstruction to the laser or the receiver will bug out the signal, and wireless routers spend most of their time giving your neighbor(s) the signal while you fiddle around wondering what's going on.
I have not heard that one. If this is true, there is going to be lots of people getting hand cancer. Honestly though I think that the answer would be no.
