If you didn't hear it before and it was down, then it was normal but if it was down and was buzzing, then there is no big deal. It's maybe because it's transforming the electricity so fast or slow or maybe it is going to break like the circuit is going to stop working.
The difference is 20 watts. A watt is a unit of power usually calculated from the voltage and current. If the voltage is the same on the two adapters, then the 90 watt adapter will allow more current to flow to the computer than the 70 watt adapter. If the computer needs 90 watts and you hook up the 70 watt adapter to it, the computer or adapter may be damaged unless it has a protection mechanism.
