The 8300 series either have a gps or wifi, never both, and only two of the the four of these have video recording on it. On the other hand the 8900 has all three, including a faster processor and higher megapixel camera. It's also a lot slimmer and lighter.
The phone will need to be unlocked either by our carrier (AT&T) or by a vendor who specializes in providing unlock codes. Contact AT&T Wireless' BlackBerry support first and see if they will give you the unlock code and instructions (I am on T-Mobile and they provide this for free). If not, you will need to contact a vendor and pay a fee for unlocking. GSMPhoneSource.com is a vendor that does this.
Two things you can try come to mind. The first is to perform a battery pull. You stated that you restarted your phone, but I am not clear if you have pulled the battery or not. This will most likely not resolve your issue, but it is a good place to start. Simply pull and then reinsert your device battery in order to perform a hard reset. The second thing that comes to mind is a software update. You can (via your computer) browse over to your cell carrier's website and see if an update specific for your device is available. If it is, back-up your device and perform the upgrade. Please be sure to install only software for the 8300 onto an 8300, software for an 8310 on an 8310 etc.
