Many possibilities. Make sure you connect it well with computer. As most optical mice are supposed to work fine on most surfaces except glass. Howerver, sometimes dust or grooves interfere with things, try another mouse or an exceptionally smooth surface and see if that helps.
Maybe a peice of dust gets down inside where the laser is reflected to. Try to take it apart and clean it too. Either change your batteries in your mouse or clean the laser lens with a Q tip. When the power gets low, your mouse will jump, and if there's debris on the lens it will happen as well. So just try to find what is the key problems.
