You can take rubbing alchol on a napkin and rub it on the wheel(roll the wheel around). Or you could use a can of air duster to blow out the dust and a damp cloth to wipe the rest of the mouse clean. Of course, you can carefully open the mouse, clean up the two little rotation bits and it will work.
An optical mouse uses a light-emitting diode and photodiodes to detect movement relative to the underlying surface. Imaging surface is lit red. A laser mouse has higher resolution than a normal optical mouse and therefore offers smoother and more precise operation. Imaging surface is non luminated.
Normally the scroll button should just work, without the need for any special drivers (on recent versions of Windows). Maybe the other computer has an old version of Windows, or perhaps the settings for the mouse are different (open the Control Panel and check the mouse settings). If you just disconnected one and connected another, try shutting the PC down and starting it back up.
